Being penalized in search engine marketing refers to when a domain name or its web pages exist in a search engine’s index but these pages cannot be found through direct search queries. 

This penalty is usually implemented automatically by the search engine’s algorithm. In some unique cases, an engineer at the search engine company may manually apply the penalty.

Of course, if the website was dependent on traffic from the search engine and its web pages cannot be found by search engine users, it would lead to a drop in traffic to the website. This is one step before a website is deindexed.
